Trump has a history of just saying stuff. I'm not sure why the mainstream media reports what he says at all. Further, why don't they demand he sticks to what he says? I can recall John Kerry getting crucified by the press for "flip flopping".

The media reports what he says because he's the ultimate outrage generator, which means engagement. Media outlets are gearing up for four years of effortless content, and however much people complain, enough will click and share that it's worth it for them.

To the point of the above article though, the law is an act of congress, the Speaker just came out and said the obvious: Trump can't change that. In THEORY within the provisions of the law, if ByteDance is making an effort to sell then Trump could give them a 90 day extension, but only in the context of a sale of 51%+ of their shares. Anything less than that and as you said, it's just Trump being Trump, getting attention for free.

The media tends to report everything he says as though it's serious and worthy of deep discussion. Even though so much of it is just obvious droppings. And then periodically some outlets engage in hand-wringing over whether they're doing it wrong and should change. I'm not a journalist, but it seems like journalism school and culture forces their behavior into a hardened mold of stupidity.

From "China, China, China" to "My kid, Barron, loves the China app. I will issue executive order right away to allow them to keep spying on our people."
